Social Services Partnership Agreement

A partnership agreement between the Department of Justice, Her Majesty`s Prison and Probation Service and the Department for Work and Pensions. It forms the basis for a common understanding and commitment to how the partners from England and Wales will work together. Partnership agreements can be effective in obtaining evidence that assists in the subsequent abduction of the child by the courts. But often they don`t protect children – and that should always be the priority. Partnership agreements are considered by professionals to be one of the tools that can be used to ensure a child`s safety, but there is no evidence that they do so. In fact, it may be the opposite, as they can give a false sense of certainty that the child is safer because the agreement was signed by the parent or caregiver. Social workers draw up agreements that they wish to sign by their parents. These agreements often contain phrases like “I agree that I will not let my child get in touch with X” or “I agree that I will not let X into my home.” At the end of the document, there will usually be a statement that if the agreement is violated, social services will seek legal advice. Partnership agreements between social authorities and parents have been in force for many years, but it is not possible to understand their origin, as they do not refer to them in legal or legal directives. Context is key. When is it likely that social services will draw up such an agreement? Normally, this will be when a child is on a protection plan. And in many child protection cases, parents or guardians are affected by domestic abuse, mental illness or substance abuse. The agreement defines the common values, objectives and principles of the partners for the implementation of effective personnel policies. It is naïve and unrealistic to expect that a person who is a victim of domestic abuse will be able to control the movements or actions of their partner. If they were able to do that, they wouldn`t even be in that position. Written agreements assuring professionals that children have no contact with their partner or ex-partner are often ineffective and do not recognize the serious problems of gambling. There have also been situations where parents have signed partnership agreements and it has only appeared during the serious process of checking cases that they cannot read.

If families know how important partnership agreements between social services will be maintained, they can sign them even if they do not intend or have the capacity to comply with them. A legally binding agreement to achieve common results within the framework of a common strategy, with common risks, responsibilities, resources and results. One mother I spoke to said that all the social services “were looking into whether I had signed the written agreements.” This woman`s partner, with whom she should not be in contact, was a brutal man who had full control of her. There was no way she could exert any influence on him, and we must remember that.
